In the 55th Meeting of CARACAL (the Commission Expert Group of Competent Authorities for Registration, Evaluation, Authorisation and restriction of Chemicals (REACH) and Classification, Labelling and Packaging (CLP)), the European Commission has introduced the latest update of the ‘Rolling List of (groups of) substances for restriction’, which is part of the Restrictions Roadmap. In this list, groups of harmful substances prioritized for a restriction under REACH are noted, their hazards and uses in scope of a restriction are provided and an estimated timeline for further actions is given.

HEAL has provided feedback to the updated rolling list and note concerns on the repeated delays in the implementation of restrictions of groups of substances that have been included in the Roadmap for several years. HEAL illustrates these concerns with two examples: PVC and its additives and flame retardants.

HEAL urges the Commission to fully and urgently deliver on the Roadmap objectives and the underlying aims of the Chemical Strategy for Sustainability to the benefit of human health and the environment.
