HEAL together with representatives from the medical, scientific, and civil society sectors, is calling on policymakers in Poland to develop a national action plan to reduce the health impacts of harmful chemicals and to support the revision of EU regulations. The appeal was presented on 10 June in Warsaw during the International Conference Preventing Disease by Reducing Exposure to Harmful Chemicals, held under the patronage of the Polish Presidency of the Council of the EU, the Polish Minister of Health, and the President of the Polish Supreme Medical Council.
HEAL response to the articles in the German newspaper DIE WELT “Secret contracts and powerful shadow lobbying”, 7 June 2025
These articles include a series of allegations and insinuations which are not fact-based, and which have been extensively fact-checked elsewhere.
Regarding the insinuations made regarding HEAL we state the following:
- HEAL is an alliance of over 70 organisations from the non-governmental, non-profit sector. We are politically independent as well as in our decisions and decision-making, and activities are planned and executed independently from the EU Commission or any other funders. According to our statutes the HEAL member General Assembly is the organisation’s highest decision-making. Our Annual General Assembly adopts HEAL’s work programme, which forms the basis for our application for an operating grant under the EU LIFE Programme. At no point in HEAL’s more than twenty years of existence has the EU Commission attempted to influence HEAL’s work programme or activities. In the LIFE work programme we list activities, these are not proscribed.
- The financing which HEAL receives as part of the EU LIFE programme is based on the LIFE regulation and a transparent call to apply and then to be assessed by independent evaluators. The EU Court of Auditors recently confirmed that there has been no misuse in the procedure as well as in how the NGOs have used EU funding. The EU Budget Commissioner recently confirmed that the EU Commission did not instruct nor require NGOs to lobby MEPs on the Commission’s behalf.
- HEAL’s work is grounded in scientific evidence. In the case of pesticides and PFAS, a substantial body of independent research clearly demonstrates their health impacts and associated costs. Based on this evidence, HEAL formulates recommendations for measures and changes in EU laws, which we then bring forward in the EU policymaking process.
For months, HEAL and other civil society organisations have been faced with a campaign to damage our reputation and restrict our involvement in EU policymaking. This has been led by German EPP in the European Parliament, enabled by AfD and the far-right groups in the EP.
Civil society is at the heart of the European project. In our daily work at EU level, there is no level playing field: unlike resource-rich actors such as foreign governments, multinational corporations, and business associations, HEAL and other non-governmental organisations (NGOs) often lack adequate resources to be present in public dialogues at the European level, and ensure their national members’ expertise is included. In 2024, the 50 corporations with the largest lobbying budgets spent nearly €200 million lobbying the EU alone, a 66% increase compared to 2015. That’s two thirds more than in 2015, and ten times the total public budget allocated to support NGOs.
HEAL-Stellungnahme zu in DIE WELT erschienenen Artikeln „Geheime Verträge“ und „Die mächtige Schattenlobby“ vom 7 Juni 2025
Die Artikel enthalten eine Reihe von Behauptungen und Anschuldigen, die einem Faktencheck nicht standhalten und an anderer Stelle bereits widerlegt wurden.
Zu den Behauptungen gegenüber HEAL:
- HEAL ist ein Zusammenschluss von über 70 Organisationen der Zivilgesellschaft. Wir sind politisch unabhängig und sind weder weisungsabhängig von der EU-Kommission noch von anderen Geldgebern. Laut unserer Statuten ist die Mitgliederversammlung HEALs höchstes Entscheidungsgremium. Diese legt das Arbeitsprogramm unserer Organisation fest, welches die Grundlage ist für HEALs Antrag zur Finanzierung eines Betriebskostenzuschusses im EU-LIFE Programm. Zu keinem Zeitpunkt in HEAL’s nun 20-jähriger Geschichte hat die EU-Kommission Einfluss auf HEALs Arbeitsprogramm und unsere Aktivitäten genommen. Das bedeutet, dass wir geplante Aktivitäten im LIFE-Arbeitsprogramm listen, nicht, dass sie uns vorgegeben werden.
- Die Finanzierung, die HEAL aus dem EU-LIFE Programm erhält, erfolgt auf Basis der gesetzlichen Grundlage des EU-LIFE Programms in einer transparenten Ausschreibung und unabhängigen Evaluierung. Der EU-Rechnungshof hat kürzlich in einem Transparenz-Bericht festgestellt, dass es keinerlei Unregelmäßigkeiten oder Missbrauch im Verfahren im Verfahren zur Auswahl von EU-Finanzierungen gibt, noch in der Art und Weise, wie EU-Gelder von den NGOs genutzt werden. Die Verwendung der LIFE-Gelder im EU-Gesetzgebungsprozess ist somit völlig legal auf klarer rechtlicher Grundlage. Der EU-Haushaltskommissar hat kürzlich klargestellt, dass die EU-Kommission weder Anweisungen gegeben noch Vorschriften für die NGO-Lobbytätigkeiten gemacht hat.
- HEALs Arbeit erfolgt auf Basis wissenschaftlicher Studien. Für Pestizide und PFAS sind die gesundheitlichen Auswirkungen in zahlreichen Studien klar belegt. Auf Basis der Evidenz erstellt HEAL Empfehlungen für Maßnahmen und Gesetzesänderungen, die wir in die EU-Gesetzgebungsprozesse einbringen.
Seit Monaten sind HEAL und andere Organisationen der Zivilgesellschaft einer Rufmordkampagne ausgesetzt, durch die CDU/CSU im Europaparlament unterstützt durch die AfD und die anderen Fraktionen rechts der Mitte. Dies ist auch der Versuch, unser Engagement im EU-Politikprozess einzudämmen.
Die Zivilgesellschaft ist essentieller Teil des europäischen Projekts. Wir setzen uns für das Allgemeinwohl ein und bräuchten stärkere Unterstützung angesichts der geballten Lobbymacht von Industrievertretern oder Beratungsfirmen im EU-Gesetzgebungsprozess. Im Jahr 2024 lagen die Ausgaben der 50 Unternehmen mit dem höchsten Lobby-Geldern bei fast 200 Million EUR für Lobbying in der EU. Dies ist ein Anstieg um 66% im Vergleich zu 2015. Die Unternehmen wendeten 10-mal so viele Gelder auf, wie die NGOs öffentliche Finanzierung erhalten.
